1. Who has received written notification?
As a nearby land owner or occupier you have been notified in writing and you may wish to make a written submission to Council. If you choose to make a submission it will be taken into account by Council officers in assessing the proposal. Written submissions should be referenced “LEP013/16” and can be posted to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, faxed to (02) 4587 7740, or emailed to council@hawkesbury.nsw.gov.au.
The last day for the receipt of submissions is Monday, 19 November 2018.
2. What is a planning proposal?
A planning proposal is a document that explains the intended outcome of a proposed amendment to a local environmental plan and sets out the justification for making that amendment.
The preparation of a planning proposal is only the first step in preparing an amendment to a local environmental plan.
A planning proposal usually seeks to change the current zoning of the land or the provisions in a local environmental plan to allow a type of development that is currently prohibited. Council needs to carefully consider the suitability of the proposed change including submissions from the public and relevant agencies. After a planning proposal is supported and the amendment is made, other steps occur such as lodgement of a development application.

3. Can I view the plannning proposal?
Yes. The planning proposal and other supporting documentation can be viewed on this webpage. You can access these documents from the 'Document Library' located at the right hand bottom corner of this webpage. Alternatively, you can view them between 8:30am to 5:00pm Monday to Friday at Council’s Administration Office, 366 George Street, Windsor during the exhibition period.
4. What is the objective and intended outcome of this planning proposal?
The objective of the planning proposal is to amend Hawkesbury Local Environmental Plan 2012 (the LEP) to rezone the subject site from R2 Low Density Residential to IN1 General Industrial under the provisions of the LEP. The intended outcome of the planning proposal is to allow development of the subject site for general industrial purposes.
5. Will the proposal provide benefit to the local community?
The development of the subject site for general industrial purposes will enable approximately 4.66ha of land for industrial purposes and provide employment opportunities closer to the future residents within the Vineyard and Riverstone Precincts and the residents of McGraths Hill. Also, the planning proposal will enable improved viability of the existing rail transport service in the area.

8. Do I need to include my personal information?
The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.
Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988.
9. Do I need to lodge a Political Disclosure?
10. If I make a submission, will I be notified of which Council Meeting the matter will be decided?
11. Can the public or the proponent see my submission?
Yes. Confidentiality is not available to respondents. The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information policy.

14. Can Council decide not to amend LEP 2012?
Under sections 59(2) and (3) of the Environmental Planning and Assessment Act, 1979 Council can decide not to make the amendment to the LEP. If Council resolves to not make the LEP amendment, Council's assessment report needs to clearly identify the reasons behind this decision including whether the decision to not proceed was based on public submissions received during the public exhibition, a public agency submission, or some other matter that was arose during the LEP amendment process.
