Council has received funding to construct a brand-new swimming facility in Richmond, replacing the aging circa 1960s centre with a modern facility catering to a variety of needs that is capable of operating year-round.

Community feedback and development options for Richmond Swimming Centre were presented at the December 2024 Council meeting and can be viewed HERE. The report to Council considered a number of options, including retaining and refurbishing the existing much-loved pool, however this asset is nearing the end of its' life and even with significant upgrade works, would not be able to continue to serve the community well into the future.

After consideration of the report, Council adopted moving forward with Option C for Richmond Swimming Centre, noting that further investigation and planning is required before finalising the pool inclusions. The adopted design option has simplified the layout and constructability of the facility, when compared to the previous concept plans, whilst still delivering the same outcomes to the community. Option C also ensures the longevity of a much-loved community facility by providing all new pool structures.

The proposed designs include:

  • All-season usage through a brand new indoor and outdoor aquatic space
  • Accessibility upgrades to make the pools accessible to less mobile children and adults
  • An outdoor interactive, zero-depth splash feature park for young children
  • Upgraded bathroom and changeroom facilities, including accessible amenities
  • Increased shade throughout the site
  • Additional community infrastructure including picnic facilities
  • New indoor reception area
  • New café with indoor and outdoor dining areas
  • Improved water efficiency upgrades to aging plant and equipment
  • Provision of off-street parking and bus bays

Council has endorsed the design development of the new facility to continue, however as noted in the December 2024 report to Council, the project faces significant budgetary challenges primarily due to construction cost escalations since the original funding application. Value engineering with cost management strategies are being implemented during design development with scope options assessed against the short-term and medium-to-long term project outcomes. Results of community consultation will help inform Council decisions regarding project and scope priorities.
